<p>"Dear members of our Bucks County community, and all of our prayerful supporters across the country, </p>
<p>We’ve experienced a great and tragic loss with the deaths of Jimi Patrick, Dean Finocchiaro, Tom Meo, and Mark Sturgis. Our community will need time to heal and to recover from our grief over losing these four young men. </p>
<p>But we will heal. I know it. </p>
<p>I know it because of the immeasurable outpouring of support and prayers from all of you – for the boys, for their families, for our first responders and for me. It has touched my heart. Your prayers kept us all going during that first week’s struggle to recover the boys and to investigate their murders. </p>
<p>Just as our first responders persevered through the heat and the dust and the rain and the mud, you all stayed with us on our course to find these boys and bring them home to their families. Your outpouring of support in the form of food and drinks, as well as your thoughts and prayers, sustained us around the clock. </p>
<p>I forever will be grateful to have worked with the hundreds of men and women who dedicated themselves to this recovery effort and the concurrent search for the truth of what happened on that Solebury farm. They are too numerous to mention individually, but it is important to let you know that they included people from not only local and state police and the FBI, but from the Network of Victim Assistance (NOVA), public works, the American Red Cross and the Salvation Army, as well as many businesses, churches and individual citizens. I wish I could name them all here, but suffice it to say we are truly blessed to be a part of this community.</p>
<p>We live in a community that rallies around its own. I believe in Bucks County’s exceptionalism. When the eyes of the nation were upon us, we rose to meet the challenges thrust upon us, and we shone. </p>
<p>Many of you have been gracious and generous in your praise of how we handled this terrible tragedy. Unfortunately, I can’t personally answer each of your calls, letters, emails or notes posted on our websites. I wish I could. But this doesn’t mean that we don’t appreciate your support and the faith that you put in law enforcement every day. We do. I have relayed that outpouring of support to as many of the men and women who assisted in this recovery and investigation as I could, and I will continue to do so. </p>
<p>Now, with Mark, Tom, Dean and Jimi returned to their families, and with the major part of this criminal investigation completed, we in law enforcement have returned to the normality of keeping you safe every day. <p>The primary focus of this initiative are dealers who fuel the increasing opioid epidemic in Bucks by selling potentially deadly drugs like heroin and fentanyl. </p>
<p>Tipsters through the Push Out The Pusher initiative can earn up to $5,000 in reward money by giving law enforcement officers information that leads to a dealer's arrest and conviction. </p>
<p>"Working together with other officials and community members as a team provides another effective resource to crackdown on drug dealers," said DA Weintraub.</p>

Chuck McIlhinney (R-10). </span></p>
<p><span class="font_regular">The resolution designates April 2017 as Limb Loss Awareness Month in Pennsylvania. The designation is part of a nationwide movement to raise awareness of the struggles faced by people affected by limb loss. </span></p>
<p><span class="font_regular">“Even the most advanced prosthetic devices require numerous adjustments and frequent replacements, and the constant process of trial and error in fitting and using these devices can be disheartening and financially distressing not only for the individual, but also for their family,” McIlhinney said. “The general public is often unaware of the challenges faced by the amputee community.” </span></p>
<p><span class="font_regular">McIlhinney noted that several members of his staff have family members who have undergone amputations. According to the Amputee Coalition of America, a national non-profit organization dedicated to supporting those who are affected by limb loss, more than 2 million Americans have experienced amputation or were born with limb difference. Each day, more than 500 U.S. residents lose a limb. </span></p>

Marguerite Quinn (R-Bucks) shared her frustration that it took this long to reach an agreement. </span></p>
<p><span class="font_regular">Quinn, the parent of a student attending a state-related university, said she knows firsthand the difficulty caused by the delay in the release of funds. </span></p>
<p><span class="font_regular">“Today’s appropriation for state-related universities is nine months late and took place only after students, parents and administrators endured a semester and a half of worry and uncertainty,” said Quinn. “It marks the third time I voted to release this funding, but the first time the required two-thirds majority vote was met. This action was long overdue. </span></p>
<p><span class="font_regular">Quinn added, “Because the higher education funding bills already passed the Senate, they will go straight to the governor's desk for his signature or his veto. It is my sincere hope that Gov. Wolf will recognize the urgent need for this money to be released – funding that exceeds last year allocation by more than 5 percent.” </span></p>
<p><span class="font_regular">Pennsylvania classifies public universities in two categories: state-owned and state-related. The latter, while technically independent institutions, have a special relationship with the Commonwealth and receive some public financing. They include Penn State, the University of Pennsylvania (UPenn) School of Veterinary Medicine, Temple, the University of Pittsburgh (Pitt) and Lincoln. </span></p>
<p><span class="font_regular">While the Legislature was able to pass funding for its state-owned institutions last year, votes to fund Pitt, Temple, Penn State, the UPenn Veterinary School and Lincoln repeatedly fell short. While all House Republicans previously voted to fund the state-related schools, it wasn’t until today that a sufficient number of House Democrats broke ranks with their leadership to reach the two-thirds majority threshold. </span></p>
<p><span class="font_regular">Quinn posted a chart on her website, detailing the overall 5.3 percent increase in funding allocated to these institutions. It can be accessed by visiting <a contents="www.RepQuinn.net " data-link-label="" data-link-type="url" href="http://www.RepQuinn.net" target="_blank">www.RepQuinn.net </a>and clicking “Education Funding.” </span></p>
<p><span class="font_regular">The House also approved legislation (House Bill 1801) Wednesday to restore funding to K-12 education that was cut when Gov. Tom Wolf issued a line-item veto of the 2015-16 budget on Dec. 29. </span></p>
<p><span class="font_regular">“We’re now in an unprecedented situation,” said Quinn. “The governor’s office has sent notices to schools instructing them on how to shut down. It’s unthinkable, especially when as of Feb. 29, there was $1.5 billion in the state treasury just waiting to be driven out to school districts. The governor needs to sign this bill, secure funding for schools for the remainder of this year, and work with the Legislature on the upcoming 2016-17 budget. We have the money to do this. Chuck McIlhinney (R-10), prohibits health insurance policies from charging a consumer more than one copayment amount per visit. The bill would also prevent policies from depleting more than one visit for services provided on a given date.<br> <br>“The healthcare landscape has changed dramatically in recent years due to health insurance mandates and other provisions of the federal Affordable Care Act,” McIlhinney said. “This measure will better protect health plan policyholders by preventing insurance companies from shifting an even greater share of the financial burden onto consumers.”<br> <br>The bill requires the Pennsylvania Department to develop regulations relating to multiple copayments. Shippers would be required to verify the customer’s age and mark packaging to indicate its contents.<br> <br>Under current law, out-of-state wineries may obtain a direct shipper's permit through the Pennsylvania Liquor Control Board. However, the permit limits the amount of wine to be shipped and excludes any wines currently available for sale through state-owned stores. In addition, wine cannot be shipped directly to a resident's home; it must be picked up at a state-owned store by the purchaser.<br> <br>“This is not only an issue of convenience, but also a matter of availability,” McIlhinney said. “The current process of ordering wines that aren’t available in state-owned stores creates an unnecessary hassle for consumers, and many wineries will not ship to Pennsylvania due to concerns about retroactive taxes and other complications. This bill will help remove those barriers.”<br> <br>The bill would also remove the 18 percent Johnstown Flood tax, replacing with an excise and sales tax making Pennsylvania similar to other States. Direct wine shipping will approximately generate millions in additional revenue annually. These steps were taken in large part due to hazing/initiation activities by a majority of the Junior Varsity and Varsity football players in the West locker room during a Central Bucks West Football Parent Club picnic on August 16, 2014.</p>

Almost all members of the Junior Varsity and Varsity team were interviewed; many more than once, and eleven of our Central Bucks West football assistant coaches were interviewed as well. I met with Head Coach, Brian Hensel, four times throughout this investigation. The interviews and meetings confirmed the seriousness of the hazing that took place on August 16, 2014 and confirmed a lack of guidance and adequate supervision of the team over the course of the whole season by the Central Bucks West football coaches. These concerns existed well before the August picnic.</p>

Those concerns included supervision of athletes, team-building activities, including the practice of haircuts for rookies, and the requirement for all coaches to sign the Coaches Code of Conduct. That Code is required of all coaches at Central Bucks High School West and only the football coaches have refused to sign it.</p>

In fact, after October 15, while the investigation into the hazing events was in progress, the lack of coach supervision continued and contributed to an altercation between two players in an away locker room after a game that took place during this investigative period.</p>

That hiring process will begin immediately.</p>

Now is a great time for customers to prepare for the colder months, too.<br><br>PECO has completed a thorough review of its electric system, including more than 22,000 miles of aerial and underground lines and other electrical equipment to meet increased demand during the winter. In addition, all tree and vegetation work also has been completed. This seasonal readiness work is a part of $500 million invested each year to continue to provide safe and reliable electricity for customers.<br><br>The company also has secured natural gas supply and completed filling storage facilities to serve more than 500,000 natural <img src="//d10j3mvrs1suex.cloudfront.net/u/142804/2c7b084e7e9aa83d4caf2e30f55b4baecbc421c4/medium/natural-gas.jpg?1415379788" class="size_m justify_right border_" />gas customers this heating season. According to lawmakers from Bucks and Montgomery counties, those efforts have produced dividends. House Education Committee Chairman Paul Clymer (R-Perkasie) made that point Thursday at a press conference at Synergies Technology Inc. in Quakertown, a firm that provides knowledge, experience and skills in multiple design and engineering disciplines.</span>
<p><span style="font-size: 1em;">“Pennsylvania has gained 127,800 jobs since 2011,” said Clymer. “Unemployment in the state – at 5.8 percent – is down 28.4 percent in the last four years and is lower than the national rate of 6.1 percent.”</span></p>
<p><span class="font_regular">“We are passing balanced budgets without tax increases,” said Rep. Marguerite Quinn (R-Doylestown). “We have cut taxes and made the reforms necessary to show employers Pennsylvania is open for business and has put out the welcome mat for new job opportunities for our citizens.”</span></p>
<p><span style="font-size: 1em;">Quinn noted that Bucks County has added 7,600 more jobs since 2011.</span></p>
<p><span style="font-size: 1em;">“The work of the House is bringing about real change to the business environment and yielding results in the form of new jobs at places like Synergies Technology, Klover Contracting and Cold Storage here in Bucks County, East Coast Contractors in Delaware County, Urban Outfitters in Lancaster, Caterpillar in West Chester, Unequal Technologies in Glen Mills, Armstrong World Industries in Lancaster and more,” Quinn added.</span></p>
<p><span style="font-size: 1em;">Business experts are noticing the changes as well. Site Selection Magazine ranked the state third in the nation and first in the northeast for new or expanded corporate facilities. Pennsylvania is ranked ninth in the nation for economic growth potential by Business Facilities Magazine, and Area Development Magazine awarded Pennsylvania its 2013 “Silver Shovel Award.”</span></p>

These high costs are absolutely not sustainable.”<br><br>Citing pension costs as a primary reason, Fairview, Harbor Creek, Millcreek Township and Wattsburg Area school districts in Erie County will be raising their property taxes over their index for the 2014-15 school year.<br><br>“I urge the citizens of Pennsylvania to join in this fight and demand that the legislature address pension reform. <strong>Property taxes are rising:</strong> One hundred sixty-three school districts requested exemptions to increase property taxes, 99.4 percent of which cited pension costs as the reason for the exemption.</li> <li>
<strong>Pension costs mean less money for important programs and services:</strong> Pension costs are consuming more than 60 cents of every new dollar of state general fund revenues.</li> <li>
<strong>Our pension debt is growing quickly:</strong> Pennsylvania’s pension costs are approximately $50 billion, and in just three years, those costs will rise to $65 billion. Each Pennsylvania taxpayer would need to contribute approximately $13,000 to eliminate the current debt.</li>

<strong>Property taxes are rising:</strong> One hundred sixty-three school districts requested exemptions to increase property taxes, 99.4 percent of which cited pension costs as the reason for the exemption.</li> <li>
<strong>Pension costs mean less money for important programs and services:</strong> Pension costs are consuming more than 60 cents of every new dollar of state general fund revenues.</li> <li>
<strong>Our pension debt is growing quickly:</strong> Pennsylvania’s pension costs are approximately $50 billion, and in just three years, those costs will rise to $65 billion. Each Pennsylvania taxpayer would need to contribute approximately $13,000 to eliminate our debt today.</li>

LWCF dollars require a 50:50 match, and help municipalities leverage additional funds to acquire park land and improve recreational amenities.<br><br>More than 1,500 local parks in Pennsylvania have received support through the fund.<br><br>Recent projects in Pennsylvania supported by LWCF are:<br><br>Altoona City, Blair County: A $318,500 grant is leveraging 2.5 times that amount for the development of the Juniata Memorial Park, including the construction of a spray park and shade structures, and play equipment with required safety surfacing; and<br><br>York City, York County: A $300,000 grant to develop Penn Park to include playground equipment; a splash pad; rain garden; and pedestrian walkways.<br><br>The Land and Water Conservation Fund was established by Congress in 1964 to ensure access to outdoor recreation resources for present and future generations, and to provide money to federal, state and local governments to purchase land, water and wetlands for the benefit of all Americans. It is important that every citizen understand that this bill has nothing to do with people smoking cannabis; in fact, the bill would prohibit smoking the substance altogether, instead prescribing the use of cannabis-based oils, pills and other safe delivery methods for those who suffer from certain medical conditions that respond to that course of treatment. While this proposal was originally derided and even openly mocked by some critics, the true intention in passing this bill is very clear and noble – to offer a lifeline to some of our state’s most vulnerable citizens. <br><br>For too long, terse comments and simple-minded caricatures of medical cannabis supporters have replaced any serious discussion of the topic in Pennsylvania. The reality of the situation is far more serious and sobering. Many lawmakers (including myself) have had conversations with parents whose children suffer from devastating disorders that haven’t responded to any other sort of treatment. They wake up every day wondering whether their child will live to see tomorrow. As a parent of two amazing children, my heart aches for their struggle. For many individuals and families, the availability of this medicine may truly mean the difference between life and death.<br> <br>The urgent nature of this proposal has led members of the Senate Law and Justice Committee and other passionate supporters of the proposal to work diligently and persistently to address the single most important concern of serious-minded critics – providing a system of checks and balances to prevent fraud, misuse and abuse. The amended version of Senate Bill 1182 provides oversight at every step of the process, including supervision by the Department of State in terms of growing, processing and dispensing this medicine. The Department of Health also manages the process of patients applying for and receiving a medical cannabis access card, which requires written certification of a qualified illness by a licensed care practitioner. Given all of the layers of protection in this proposal, proper oversight should no longer be a source of concern.<br> <br>When the Senate Law and Justice Committee first examined this issue earlier this year, we heard testimony from a wide range of individuals and families who would undoubtedly benefit from cannabis treatments, including parents whose children suffered from severe seizure disorders and other potentially lethal diseases. Their willingness to share their struggle with the world has laid the groundwork for the Medical Cannabis Act to earn prompt consideration in the Senate and the House of Representatives.<br> <br>Each day that we delay is another day that sick children and others suffering from catastrophic health conditions are forced to suffer. <div><span class="font_regular">Although Pennsylvania has made incremental progress toward economic recovery, a large number of working families still remain trapped in a seemingly endless cycle of poverty. Too many workers are still living hand-to-mouth and paycheck-to-paycheck. Worse yet, even minor increases in income could cause them to lose eligibility for programs like child care assistance that make it possible for working parents to have a job in the first place. In these cases, workers who should be taking one step forward are instead pushed two steps back. This is wrong for the people we are trying to help, and for the taxpayers who finance these programs. <br><br>Working with constituents in my district, I have seen first-hand people who face these difficult choices. For example, I have a constituent who is a single mother working to provide for her two young daughters. When presented the opportunity to accept a promotion and modest salary increase from her employer, she faced the hard choice of either taking the promotion or remaining eligible for the Supplemental Nutritional Assistance Program (SNAP) and the school lunch assistance program that she relied upon to feed her children. She made the hard choice to turn down the promotion only because, had she taken it, she would have become ineligible for the subsidies her family relied upon to survive. <br> <br>This counterproductive approach to public assistance programs led me to sponsor a Senate Resolution that will initiate a comprehensive study of current program guidelines and performance. In the next 12 months, the recommendations in the study will be available to help lawmakers chart a better way forward that truly promotes career advancement, professional development and financial independence. The end result should be a stronger strategic plan to reduce poverty, a path to lead working families toward self-sufficiency, and a reduction of the costs taxpayers must bear for these programs.<br> <br>Welfare programs are often a lightning rod for criticism in the media and a deep source of political and ideological strife in Harrisburg and Washington. Instead of allowing these partisan battles to divide us, we must take advantage of this unique opportunity to unite toward a shared goal of improving the effectiveness and efficiency of these programs while offering working families a path toward financial independence. It may just be a ploy, similar to Moscow’s proposal to denude Syria of chemical weapons in order to head off a potent U.S. air strike against President Assad’s forces. It may just be a gambit to tamp down the West’s drive toward greater sanctions against Russia. These and other sinister explanations for the call gain weight by the fact that some 25,000 Russian troops still threaten Ukraine’s borders.<br><br>Even if Putin is serious about diplomacy for the moment, there is a deeper problem afoot for Obama. It is one that the White House rejects outright, but one that officials outside the White House, and experts outside the administration, are certainly fretting about. It is that Obama’s idea of combatting aggression using economic sanctions and “diplomacy” is not nearly enough. <hr><br><span class="font_regular">That sounds awfully close to telling Putin if he wants to grab more of Ukraine, or all of it, he need not worry about a U.S. military response. In effect, the U.S. president is saying the only cost to Russia for totally violating the basic rules of international behavior is the threat of tougher sanctions (and that’s only if the Europeans and others can get their act together). Why on earth would Obama give Putin this virtual free ride?<br><br>Was the White House afraid that unless the Ukrainians felt totally abandoned, they would be foolhardy enough to precipitate a war with Russia? If so, Obama could have warned Ukrainian leaders, publicly and privately, that their only chance to get help from the West would be to make it absolutely clear Moscow was the guilty party.<br><br>When Obama said the United States would do nothing militarily to protect Ukraine against an attack, he was, in effect, walking away from the Budapest Memorandum of 1994 signed by Ukraine, Russia, Britain, and the U.S. Through this memorandum, the Ukraine gave its nuclear weapons back to Russia on a pledge by all parties not to violate Ukraine’s security and sovereignty. To be sure, neither London nor Washington was legally obliged to defend Ukraine if it were attacked. However, it is perfectly obvious that Kiev would never have given up its nukes unless it believed the U.S. would come to its defense in some meaningful fashion.<br><br>The Budapest Memorandum makes sense historically only as a quid pro quo agreement resting upon American credibility to act. The United States cannot simply walk away from the plain meaning of the document and leave Ukraine in the lurch. How would this complete washing of U.S. hands affect U.S. efforts to prevent the spread of nuclear weapons, supposedly a top national priority? Why should any nation forego nukes, or give them away as Ukraine did, if other nations, and especially the U.S., assume no responsibility to defend them against aggression by others? It’s not that Washington has to send ground troops or start using its nuclear weapons; it’s just that potential aggressors have to see some potential military cost.<br><br>It’s bad enough that Obama thinks of the U.S. response to Russia almost exclusively in terms of diplomatic isolation of the bad guy, plus economic sanctions, and a touch of military aid. However, the real worry is that this has become his pattern worldwide.<br><br>If potential aggressors think their power grabs will be met solely by diplomatic harassment and some economic squeezing, they will be increasingly tempted to snatch whatever they want first and worry later. Greedy lawbreakers have been emboldened by Obama’s unenforced “red lines” in Syria. The same goes for North Korean rockets landing on South Korean lands without serious penalty, and China’s new pattern of muscle flexing to establish its interests in the East and South China Seas. President Obama’s policy in the Ukraine only reinforces their perception, and encourages more of the same power grabbing.<br><br>Economic sanctions are a good tool, but not a substitute for a credible military option. Even potent economic sanctions over decades have not brought Cuba, Iran, and North Korea to their knees. Russia will be even more difficult to break with economic sanctions because it is the eighth largest economy in the world.<br><br><span class="font_large"><strong>How can the U.S. add muscle in the present Ukraine crisis?</strong></span></span><br><br><span class="font_regular">The boldest and riskiest course would be to dispatch 50 or 60 of the incredibly potent F-22s to Poland, plus Patriot batteries and appropriate ground support and protection. Russian generals and even Putin surely know that the F-22s could smash the far inferior Russian air force and then punish Russian armies invading eastern Ukraine, or elsewhere in the region.<br><br>There’s no sense at all in making this move unless Obama unambiguously resolves to use the F-22s. The worst thing to do is bluff. Nor would the dangers end there even if Obama were not bluffing; Putin might think he we’re bluffing anyway and start a war. With all these complications and risks, the Obama team still should give this option a serious look—and let Russia and our NATO partners know this tough course is under serious consideration. Obama has sent a few F-15’s and F-16’s to Eastern Europe, and some military aid to Ukraine and other states, but everyone knows this is tokenism.<br> <br>Another plausible and perhaps less risky measure: help prepare Ukrainians for guerrilla war against an invading Russian force. Pound for pound in conventional war, the Ukrainian forces are no match whatsoever for the Russians. But irregular Ukrainian troops, armed with first-class rifles, mortars, and explosive devices, would do Russian troops great damage. Russians know this. They have surely not forgotten the horrors fighting guerrillas in Afghanistan.<br><br>These steps would be plausible, purely defensive, and a deterrent for starters. They would demonstrate to Moscow that further aggression against Ukraine would result in much more than economic and diplomatic slaps. Credible force has been the missing ingredient in U.S. policy.
